An inheritance tax is imposed on the right to inherit property (as opposed to the right to transmit property). It is levied on each beneficiary's share and not on the estate as a whole.

Inheritance tax laws recognize that certain individuals have priority over others to inherit, and, consequently, vary in amount with the beneficiary's degree of relationship, the higher the exemption and the lower the rate of tax.
